The leadership of the Soviet Union, by order of Leonid Brezhnev and confirmation of Secretary of Defense Andrei Grechko: we have decided to issue persona non grata status to Chairman of the Chinese Communist Party Mao Zedong, under the Vienna Convention on Diplomatic Relations.

If Chairman Mao attempts to enter Soviet Union territory, we shall reserve the right to have him detained. Furthermore, he is forbidden from traveling through Soviet airspace; if this is found to be the case, the Soviet armed forces reserve the right to take defensive action.
